Etched Sigil drop in normal?

Greetings,

I would like ask if its possible to drop etched sigil that boost any skill that uses arcane power instead twister/tronado? I have looted plenty of em but still it gives tornado/twister dmg boost instead of any skill that uses arcane power.
Im asking cuz I saw players with the 1st mentioned Etched Sigil.

No it can not drop anymore.
Players that have the old one have had it dropped before the change.
