Fast system, had less visible stutter on Win7, but it was there. Win10 makes it worse (upgrade did a 25% performance hit - 7500 down to 6000 on Performance Test - yikes. Mostly Video (14.5k to 11.5k) and SSD (23k to 18k) slowdowns, CPU seems unaffected (~23k).

Sadly - this has always been an issue with D3, despite three different ISP’s in three different states (Cox, AZ, Comcast, WA, CableOne, ID).

And - if you say all IP traffic should be flawless, well, packet loss is a fact of life in the IT world. Apps MUST deal with packet loss without failing otherwise they are NOT internet friendly.

Eridani,

Quite the contrary - I don’t think network traffic should be flawless. That traffic is fine. In the previous thread I moved you out of, I had the last player do a hardware test but it wasn’t performed correctly. Can we have you do the same?

Grab hwmonitor and with hwmonitor running, play a game until it has stuttering for a few minutes. Once it does, check the “max” column of your test for CPU/GPU overheating. If those are getting too hot, clean the PC and take it to a PC tech if that doesn’t fix the overheating - that’d probably mean some of the heat hardware needs maintenance or replacement.

If you don’t see anything, let’s snag some screenshots:

  1. Maximize the HWMonitor window and expand all the nodes on the left
  2. Scroll all the way up
  3. Take a screenshot with the Print Screen (prtscn) key
  4. Open up the program Paint and press ctrl+v to paste in the test
  5. Crop the screen if you want to only show the test, then save it as Test1.JPG
  6. Scroll all the way down, then repeat steps 3-5.
  7. Upload them somewhere like imgur and link us to the results. We’ll use those to look for more options.

If you have link errors, copy the code below, then copy/paste your link between two ` marks, it’ll break the link and let you post it. You can just copy paste everything in the box below and replace “Link goes here” with your link.

I found my issue. Nothing at all to do with networking.

I unchecked the two ingame FRAME RATE limiters (foreground and background). These are the ones in the VIDEO settings.

Games plays perfectly now, and what I expect for my hardware.

UPDATE:

Well - my enthusiasm is dampened, stuttering is back; but the time in-between stuttering is filled with much smoother animation, and game play is a lot easier. Just ran through a few Grifts that seemed easier and went more quickly.

But, a few runs were spiky, rubber-bandy, etc. And most had a few moments of stutter here or there.

Worst part was things were moving so well I sharded a Primal Ancient I may have been able to use - I didn’t notice the white tick marks at the top of the frame until after I had clicked. The red border is meaningless to us color blind folk - looks identical to the normal legendary border.

Stuttering has been a part of D3 since Beta.
I have built tons of computers since launch and all suffer the same problem.
I found a remedy but not a fix since I believe the game engine is the issue.

Set CPU affinity to 2 or 3 cores in task manager.
This DRAMATICALLY affects FPS since the game engine they chose for D3 is very CPU dependent. This depends on which CPU you have and how many cores it contains, but I found that 3 cores works best for my intel i7 CPU. Make sure to choose non hyperthreaded cores for this if you have an i7 or i9 Intel CPU. I choose cores #2,4, and 6. Get there by right clicking the exe, set affinity.
