Yes, thorns damage is always physical, regardless of the element on the rune of the ability that causes the thorns to be applied.

There is a single exception using a crafted set that gives you Fire thorns damage - When using that set, all Thorns damage is converted to fire. However, it’s a pretty bad set to be honest.
