On a nerf what? Farming a new primal when the affix gets nerfed? That wouldn’t make any sense…
The primal affix only changes when there is a nerf.
You’re never going to gain or increase an affix.
Only set items change retroactively. Other legendaries retain their former abilities but they are not always the same mechanic wise if they decide to prevent using legacy and new items together; Skullgrasp as an example. For a while you could equip both and have both the additive and multiplicative damage bonuses active.
Others such as Magefist and Frostburns can still be used together (legacy item worn and new power in the cube)/
