No its far older bug that I notice at least 5 or even further patches ago.
The only way you can handle reflect in higher GRs are decent life pool of 800k upwards, LoH on weapon and stack a ton of Armor (thankfully stonegauntlets).
Thats the best you can do as long as Arcane/Holy resistance ar ignored by Reflect affix.
I highly doubt that Esoteric helps at all against reflect Affix since they change it long time ago from strictly phys to your Damge typ that you hit with and to a ranged like flying skull. You should better say all Holyskills in general are propblematic with Reflect Affix.
But I doubt that blizz will fix it any time soon since it is bean for years under their radar…
