If we review all the known skills of Diablo 4, which offers a buff, I see very few that require a tradeoff. Let’s forget for a moment the comparison “Ultimate skill” vs not “Ultimate skill” or long cooldown problems to better analyze these skills.
Preamble: the skill Battle Rage does not exist in Diablo 4 (of course it is subject to change) so the debate WotB vs Battle Rage is not relevant
Barbarian
Rallying Cry
Generate: 10 Fury
Cooldown: 20 seconds
Bellow a rallying cry, granting all allies Unstoppable (immune to CC), 15% increased movement speed, and 15% reduced damage taken for 6 seconds.
Challenging Shout
Cooldown: 25 seconds
Fortify (characters take 30% decreased damage) yourself for X and taunt nearby enemies for 8 seconds. During this time you generate 5 additional Fury when hit.
War Cry
Generate: 11 Fury
Cooldown: 25 seconds
Bellow a mighty war cry. You and nearby allies deal X% increased damage per nearby enemy for 10 seconds, up to 50%.
Wrath of the Berserker
Generate Fury: 30
Cooldown: 60 seconds
Go Berserk (increases damage and movement speed) for 15 seconds. Every 20 Fury you spend increases the effects by 25%.
Challenging Shout is just a Rallying Cry applied to the group. These two skills work too similarly. At least one of them should be reworked.
Wrath of the Berserker deserves a rework rather than a trade off. As it is, it’s just a fusion of Rallying Cry + War Cry.
From what I can see, no trade off is really necessary here.
Sorceress
Flame Shield
Cooldown: 29 seconds
Engulf yourself in flames for 2 seconds, burning nearby enemies for X per second.
Deep Freeze
Cooldown: 60 seconds
Encase yourself in ice, becoming Immune for 4 seconds. For the duration, you emanate Chilling waves that deal X damage. This freezes enemies X% longer than normal.
Conduit
Cooldown: 60 seconds
You become lighting incarnate. While in this form, you are Immune, nearby enemies are continually shocked for X damage and you can surge quickly between locations
Deep Freeze and Conduit would deserve a tradeoff or other mechanism to activate them.
Druid
Maul
Generate Spirit: 18
Shapeshift into a werebear and maul an enemy, dealing X damage and Fortifying (characters take 30% decreased damage) yourself for X.
Earthen Bulwark
Cooldown: 15 seconds.
Rocks surround you for 3 seconds, making you unstoppable (immune to CC) and absorbing up to X damage.
Upon expiration, the rocks shatter, dealing X% of the remaining shield amount to nearby enemies.
Debilitating Roar
Cooldown: 20 seconds
Shapeshift into a werebear and bellow with ferocity, reducing the attack speed of nearby enemies by X% for 5 seconds.
Grizzly Rage
Cooldown: 50 seconds
Shapeshift into a werebear for 5 seconds. You are granted new werebear skills and you regenerate Spirit 28% faster.
You are Unstoppable (immune to CC) while Grizzly Rage is active.
I think the Unstoppable status should be removed on Grizzly Rage.
