No new season theme?

It was stated in the S29 blog that S30 onward the themes rotate.

The S29 blog states following S30 the themes rotate.They could start rotating season themes in S30 but according to the S29 blog it won’t be until S31.

There is a season theme on the PTR, soul shards.
