Design more interesting enemies that cant be melted fast. Or stuff like group encounters where you need to take out weaker swarm enemies before you get around to dealing with the big enemy, making you want to save the buff for that enemy, instead of wasting a dmg increase on monsters you oneshot anyway etc.
I dont have a problem with a design where some people might click their buff skills as soon as an encounter starts, while others use them more tactically smart, and end up performing better because of it. That would only be a good thing.
