The issue is being caused by the Razer SDK module; there is some info here:
Worse comes to worst, you will need to uninstall the Razer Chroma SDK Core Components in Windows 10 Settings; you should reboot the computer after the uninstall (not sure if it’s really needed, but always a good idea )
