Act II - Howling Plateau. Travel south from the Waypoint until you reach a broken wagon in the southeast corner where the portal will appear.

Assuming you’re looking for the Unhallowed Essence dungeon (as it’s the free set from Haedrig’s Gift this season) I’ve set this link to the time-stamp where the UE dungeon is discussed but all four are covered…
