Yes, that is because the open beta has ended on August 23.
You now have to wait until the official launch on September 23.

There are 3 console forums : Console Discussion, Console Tech Support, and Console Bug Report. You should be using those forums.
The launch of D2R has been problematic to say the least.
Last Thursday, Blizzard provided the following information on the D2R situation… it does not address consoles specifically, but you may find it of interest:
