Tested only on single target.
When using the Akkhan set, if you have Judgment on a target and Bowmen proccing non-instant Condemn, whenever the Bowmen despawn (whether by resummoning or timing out), new Condemns deal 21.6x less damage. Presumably this is due to losing both the 16x Akkhan buff along with the 1.35x Akarat Champion buff.
As long as Akarat Champion is active, all Condemns should have the 1.35x and 16x multipliers regardless of the status of your Phalanx.
