I’ve been farming for this item for a week and it hasn’t dropped. Am I doing something wrong?
How are you farming for them? Farm GR’s at the highest that you can do quickly and dump shards on bracers, upgrade rare bracers via Kanai’s Cube. They will drop eventually.
I’ve literally been doing all that, 80+ GRs, regular rifts, shards…

im very late witht this comment but…
you can make a lvl1 monk and gamble bracers with that character as a lvl 1 monk there are only 3 bracers that can drop increasing your chance of getting ceasers memento significantly.
the bracers will be lv 16 but you can then just cube them.
