Damage taken is reduced by your percentage of cost reduction.
Do I use it for the Legendary item effect for only one ability? Example: EBERLI CHARO (Reduces the cooldown of Heaven’s Fury by 45%-50%) or It’s just active only for affix Cooldown Reduction and Resouce Reduction

No, of course. The bonuses are based on the values on the sheet. If CDR/RCR applies to one skill only, it won’t show on the sheet and it won’t be counted.

Some skills/passives may bump the values temporarily, and show on the sheet. They shall be counted, I believe.
