Around 1/15 times u can made 4 pierce single target per one shot (only buriza).
And never via cirri offhand (buriza and cirri).

This should never reach more than 3 so that is a bug
This is working exactly as intended, and exactly as described on the items in question.
The 3 pierce cap is explicitly part of the Quiver. There is no such cap when not using the quiver.
Neither of these 2 results you’ve posted are a bug.
