This is not a bug. You’re using the wrong Recipe.

Page 2 of Kanai’s Cube is not for extracting Legendary Powers. You’re using the Law of Kulle Recipe, which reforges a Legendary item. (See image below). [Click to enlarge] You need to use Page 1, Archive of Tal Rasha, to extract Powers. (See image below). [Click to enlarge] This is not a bug.
