The legendary power of the head piece Broken Crown is not working at all, at least when it’s equip by follower.

No, it isn’t bugged. It never has been. It will cause a gem of the type in YOUR helm to drop, NOT your followers. That’s what ‘emanates’ means - the power flows to your hero, it is not affecting your follower. Consider emanate powers as free Kanai’s Cube slots. In the current season, if you have one of the legendary soul shards (it counts as a gem) equipped, of course it won’t drop one of those because it says so right in it’s description - Does not apply to legendary gems.
Under normal conditions (i.e. other seasons or non season) if your follower has the Broken Crown equipped with a ruby and you are wearing a diamond, a diamond will drop, not a ruby. If you have a topaz, a topaz will drop, etc…
Not a bug - pilot error.

Season 25 is a special case because heroes are generally having soul shards in their helm sockets, rather than a coloured, non-legendary gem. This means that even if the power of the Broken Crown emanated (which it does not) it wouldn’t do anything for you anyway, because you don’t have a gem equipped in your hero’s helm to double the drop rate of.
Top Tip
If you want extra gems during Season 25 whilst farming Nephalem Rifts or Bounties, swap out the soul shard from your hero’s helm socket and put in a non-legendary gem instead. You’ll start getting extra drops of that colour gem. Swap the soul shard back in when you’re doing GRs.
