Exactly.
However Winter Flurry in its first (and hopefully not last) interation is completely pigeonholed.
I’m kinda ok with blizzard being a buff (or debuff) tool in some way. But also restricting it that only ONE single skill benefits from it is not only limiting but straight up a manual on “how to use items for dummies”.
Same issue with ES.
double restrictions. needing to channel AND use twisters.
why not revert the change to ES and give it competetive alternatives (e.g. a more general approach to Winter Flurry)
ES was one really cool item. It was one that actually made something and had a purpose for different builds even aside from the dmg buff itself. really disappointed they wanna tie it to twisters only.

I think we all agree the new WF is pretty bad. There are THREE good ways to tweak it.
-
It casts Blizzard instead of Frost Nova on killing an enemy with Cold damage; and enemies caught in the blizzard take 150% more damage. (Works for Frozen Orb, Cold Vyr, and Hydra.
-
It casts Frost Nova on enemies, and Frost Nova increases damage taken from Hydras by 150% for X seconds. Works for all Hydra.
-
It increases damage to enemies you chill by 33%, and Damage to Frozen enemies by 150%. (works for ALL cold-centric builds)
We just need Blizzard to work with us just one patch on this one item.

I don’t think on-kill mechanics are good. Because on-kill would fire when mobs are dead already thus not really helping. If anything, it should be on-hit, maybe with a short (!) internal cooldown.
My favorite from those three would be the third one, no questions asked. The close runner up is clearly number two.

I agree with wanting on-hit mechanics over on-kill, as on-kill becomes useless during long battles of attrition such as against bosses and/or rift guardians that doesn’t use minions.

I’ve been playing since D3 got released. Tbh, I play rarely now as I’m fed up with the treadmill gameplay, but I can hardly remember using that spell ever except once in a Firebird build (a set I can hardly put into words how much I loath it, but I digress).
Never mind the fact it’s a horrendously bad spell which isn’t used by anyone for a multitude of good reasons, this move positively stinks like slapping a required hoop on TV for us to jump through in order to get to our full potential. Only contrary to DMO where the time warp bubble brings more then 1 benefit, or TR where you can forget can forget 2 of the 4 required spells after casting them once, you’re forced to cast Blizzard over and over again.
If not at least duration, and to some extent the AOE (I wonder though what the server load will be when it’s cast several times in a high GR), isn’t extended I really don’t see this going to work.
Up to now I used it in a special channeling build to beat the “Curses!” conquest - Blizzard/Apocalypse is a solid choice for this, since it covers a large area. Thing is, that’s only true if the skill is on autocast through Etched Sigil and guess what, that’s done for.
No idea how this got here

The Magistrate already casts Frost Novas that’s why I’m a bit hesitant of the idea to fully feature it on WF.
It got the Frost Nova feature since ages. Actually not a bad idea to change that affix also to Blizzard and the 25% chance to “on hit” instead of “on kill”.
That’s the whole idea, it works with Magistrate and any hydra if it triggers from FN.
Whichever way they do it. The thing that irks me is the Cold damage on Winter Flurry. I don’t recall if you can roll that off. You’d never use it for Mammoth.
ah ok, gotcha.
however if WF would proc FNs constantly, too (on top of Magistrate), that would be awkward.
Nah, wouldn’t be any issue. Would be exactly like Halo of Arlyse, which spams FN constantly. No issues. In fact, I’d LOVE it if Winter Flurry and Arlyse worked together.
with ice armor / arlyse you at least have the ability to control your FN spam by moving or teleporting away.
if APD is your main toughness tool you will get frustrated very quickly by all the uncontrollable FN spam
that’s at least the case for very high GR pushing (CC immunities)
well anyway, back to topic.
I personally would also be fine with your suggestion, as it’s still ALOT better than what we’re currently getting
WF could have been a HUGE zDPS wiz item if it instead was:
Monsters effected by Blizzard have their damage reduced by 40-50% and are slowed by 50-60%.
a successful zDPS Wizard does that not make. It would have to increase damage. That is the bane of the zDPS Weeeeeeeeeeeeeeezard.
