The Barbarian’s Ground Stomp skill, using any Rune, does not generate any Fury. There are no items or gear that prevent Ground Stomp from generating Fury that I am aware of.
Just a quick sense-check…
Are you hitting mobs with the Stomp, or just testing in town?
