Hey, I made first season quest line and second and third, but I receive just second and third bag…why not the first one also?
Chapter I of the journey does not and never had any reward.
Completing Chapters 2, 3, and 4 of the Season Journey will reward you with three of Haedrig’s Gifts.

No. You received the first and the second Gift.
As Kirottu pointed out from the Season 27 Blog, you get the third Gift once you’ve completed Chapter 4.
To be clear: You must complete the first 4 Chapters to receive the 3 Haedrig’s Gifts.
It even tells you this in-game, in your Journey Window. (The image below is from a previous Season):
