Aughild's Authority gear not showing up as craftable?

Have 5 level 70 characters and my blacksmith is level 12. He has no option to craft any part of aughild’s authority gear. I have been looking this up for an hour and the only thing it says is that the blacksmith needs to be level 12 and i need a level 70 character. Help me out.

Yes I have reaper of souls in case that matters.

Plans dropped? You must get plans and teach blacksmith.

The level 70 Sage’s set is the one that is unlocked for free at the levels you mentioned. Everything else requires the plans to drop from Bounty caches and the green Goblins.
