I think your observation and suggestion is spot on. When Mr. Kim first introduced the idea in the blog it seemed awesome but what you pointed out shows that it can be problematic.

Taking a 2nd look, the legendary consumable ability somehow feels like a stand in for the kanai’s cube where you could use special abilities of legs that you find, which opened up a lot of possibilities for builds. Maybe the consumable could be relegated to a similar role so that it doesn’t overlap with the effort to find a system that keeps rares and magicals relevant ,

Maybe, in addition to what you mentioned about how rares could roll, we could also have an incremental upgrade to affixes on rares and magicals via crafting as one endgame activity. Something that isn’t easy to do, but still a worthwhile endeavor for our favorite rare items.

Maybe, we could see the return of the charms system, modified a bit so that it can support legendary ability extraction in a form of separate small inventory to place extracted legendary abilities and regular charms of old (a limited space for charms that can be carried). A hybrid of kanai’s cube and charms which could be a welcome and deep customization system.
