It is 3 per level, so 81 Marquise or 27 Imperials for the Flawless Royal gem

Took a look at your season heroes to see if you use the Broken Crown. I was astonished/impressed to see that almost each and every hero have all three followers fully equipped including bounty specific items.

To my ingame experience you need 81 Marquise to craft a Flawless Royal.
Tier 1 is Marquise alone, Tier 2 is 3 Marquise, so you have one x3 to much @AciStorM

If mine is correct and when you multiply 81 x 3 that will also get you 243 Marquise Jewel for a Flawless Royal Jewel, guess we are all correct.
At least now I know how many to correct b4 I go upgrade them to a Flawless Royal Jewel, and not let them take up so many bank slot.

Some body said to me when I first started playing D3. That there was not a big of a difference between the gems. Yeah OK right LOL
I see this all the time people think having the highest Gem is the best thing. Plus work their heart out to get them. Yes it is but there really not that big of a change between the gems.
Lets look at the changes between the lowest one to the highest one.
If people use the diamonds for resist. The change is only really only 90.
If I have 5 Marquise Diamond the resist with Marquise is say 1800. Then I put in all 5 Flawless Royal it will be at around 1890. The Resist % from low to high is 83.50% to 84. 50%.
If people use the Emerald gems like on a DH. With no gems the damage is like say 2,448,000. With the Marquise the damage is 2,498,000. With the Flawless Royal the damage is 2,673,000. So you gain what like 225,000 damage. Going from no gems to the highest ones.
So what is out come here using the Diamonds vs the Emerald gems. You gain 225,000 in damage vs you gain about 500 in resists. Yes damage is nice but the resist gives better toughness.
So really doing all the work to get the gem level up in a way it kinda like a waste of time.
I’m just letting you know the change is between gems that is it. Yes everybody does this to make them at the highest. Plus even I do, but in the long run do you really gain anything. Yes & No!!!

It takes 81 Marquise Gems to craft 1 Flawless Royal Gem. (Not 243).
With 243 Marquise Gems you could craft 3 Flawless Royal Gems. But, that is not what you originally asked.
In other words, it’s 5.41% more mitigation having flawless royals rather than marquise.
So, yes, you really do gain something.
The OP is the same clan as I’m in. I have played with him many times. But if you new and only like 1500 and under in paragon you don’t gain a whole lot.
Plus I’m going by one of my account. That is like 1100 in paragon. Plus with most of the stuff augmented.
Plus don’t use your online stat chart. Go into the game and change stuff in the game show screenshots from in the game profile not what you are using.
I just did it on my Davey account NS DH. There wasn’t that much of a change and I have most every in primal gear at 625 augmented. The change was the same as I 1st put up. The DH is at almost 3000 paragon too.
So between the two accounts the change was about the same.

3 Flawless Imperial = 1 Royal (9 Imperial or 27 Marquise)

so 1 Flawless Royal needs 81 Marquise to make.

Yes, you do. For a lot of people with OCD, you gain sanity. It is the same reason people will spend 20 billion gold and mats to get their gloves from 49% crit damage to 50%.

Chest / legs with marquise diamonds - 52,726,268 toughness
Chest / legs with flawless royal diamonds - 55,572,964 toughness
So, going from five marquise diamonds to five flawless royal diamonds…
55,572,964/52,726,268 = 1.05399
So, 5.399% more mitigation having flawless royals rather than marquise.
Plus don’t use your online stat chart

That’s a discrepancy of 0.011%, so I’d say it’s pretty accurate.

Usually I take the top gem and use a kind of formula:
X*(3*Y)
where X is the number of flawless royals I need, and Y is number of tiers I need to go up.

Using your formula, X*(3*Y) we have:
1 * (3 * 4) = 12
But, it takes 81 Marquise Gems to craft 1 Flawless Royal Gem.
If I may, your formula should look like this:
X * 3Y
Then, to go from Marquise Gems to 1 Flawless Royal Gem you’d have:
1 * 34 = 81
To craft 3 Flawless Royal Gems you’d have:
3 * 34 = 243
