I had the same thing happen a while ago. I opened CMD as an administrator and ran sfc/scannow. It found several errors in Windows 11 Pro and corrected them. It worked just fine after that.
You also might want to give “Fix Problems Using Windows Update” a shot. It will reinstall and fix Windows without impacting your apps, files and settings. I used that once to correct a problem with another program.
