Hello, I tried to create the Temper runeword in a 3 socketed great helm (gray - no abilities) , but it failed.
I’ve triple checked the ruins and the order.

Probably because you tried to create it on non-season online ?

This is my guess as well. The S3 RW, such as Temper, are only available to create in Ladder. If they add new RW in S5, then S3 may become available to create in NL like the S1 RW that now can be created in NL ever since S3 introduced new ones.
Where can I find information on these runewords? I am assuming they are not listed on the Arreat Summit website…

No, not listed on Arreat Summit.
Yes, unfortunately Arreat Summit has not been updated for anything D2R related. Worth noting is that D2R made all the Runewords available to make in NL, even those that were Ladder Only (LO) in the legacy game and therefore listed as LO on Arreat Summit.
So… after another couple of years… this will be how many sperate pages to google?
