Here is the official Blizzard D2 manual. It is a little bit dated but most of it still applies (except TCP/IP and Open Bnet).

There are also a lot of very user friendly websites out there for searching runewords, getting builds, using build calculators etc. Maxroll.gg is rather good.
Then there are places like Wowhead who did a section on D2R that is very very new player friendly and covers walk throughs of the acts, magic find and builds, etc.
