Tried to shop farm for a few more hours, but no luck this time. None of the scepters met your requirements.
The closest prefix I got was “brutal” with 46%ed which requires level 10.
Anyway, all is about RNG; no complaint 
EDIT : just got another “brutal” with 41%ed 
… so total 2 scepters with level 10 requirement 
Still looking on an off, finally found a “sacrifice” one but it had pally skills too 
Found another sacrifice but with no other mod…hope i was right in that you dont want it
Not sure if you are okay with level 10 sacrifice charges since I am under-leveled. 
If you are good with level 10 I could try and look for it.
Unfortunately, the level 11 sacrifice is mandatory.
Are you still looking for this? This would be a good incentive to do some runs
