According to him in this post, the changes to the game so far are because of his suggestions… 
I’m assuming he isn’t aware that people have been asking for skill balancing for many many years now, but they had largely given up asking because nothing was happening.
It’s obvious Sekscalibure didn’t like or care for the game as it was, but he bought it anyway, apparently just to gain access to the forums to try and get a following of people in an effort to get the game twisted and warped into something other than what the original game is.
