Then you need a way to potentially get Terror Zones elsewhere besides the current Zone.
In my thread on how to improve Terror Zones I list that as one of the changes needed. Once you clear a zone (ie kill the Super Unique) trigger a new Terror Zone in the same game. That would give some availability to other Terror Zones when the server is set somewhere else.
