Blizzard has stated multiple times this phase is ONLY for server stability. The balance changes have not gone into effect. The gear that’s on the characters now will change in balance phase.
FFS read the patch notes and blue posts if you’re going to participate in PTR so you can actually contribute something to the testing and not flood the forums with whining about something that hasn’t even made it in the testing yet.
