you think so? You might remember that originally the chance was 25% not to consume charges and it was upped to 50% after PTR. So I’d say it was quite deliberate.

the problem with peace is that the Valk keeps respawning whenever the ctc is triggered
this is no way to play with her… a bowazon or a sorc or a poison necro or any char that needs such a tank cannot have the Valk reposition whenever it happens to do so
peace should cast a Valk and KEEP her as long as she is alive. Instead, Valk is created again and again making the RW useless because players constantly lose their tank

I’d suggest using this simple rule : do not attribute to malice what can be attributed to incompetence. “No issue has been brought up with the item, and players feel that it would be best if it was more reliable, let’s buff it to 100% and let the finishing move refresh duration so that they don’t have the random recharge.” seems way more plausible than “Hey, let’s make this item that’s infinitely more powerful than the current best builds.”. I can’t absolutely prove it, but it is way more coherent than them intentionally making the broken item and testing version that doesn’t have the intended broken ability.

Spiritborn is a paid for character. Mosaic isn’t a paid-for item.
PS : And just to make it clear : I am not a fan of Mosaic’s intent even without the fact it’s broken. Having Mosaic a strictly better way of playing martial arts is bad design that I disagree with (the removal of the charge/discharge alternance should come with some form of drawback, despite keeping it stronger than base version globally). Also, there should be a cheaper version of the item available so that you don’t have to wait endgame to actually play your build.
I can disagree with the devs without supposing nefarious intent.
