I would suggest, perhaps as I am no expert, that perhaps the MERC is BUFFING YOU (AURA), or that some item the MERC IS WEARING is and that isn’t allowed to QUALIFY for the Requirements. Or something like that.
If not, maybe if the Vipermagi was already UPGRADED to a higher BASE, like say from a Normal Base to an Exceptional, or Exceptional to an Elite Base – maybe that would explain it.
