Poison Javelin Problem

I cannot get Poison Javelin to turn on. I have selected F1 and other F keys with no results. It does not show on either of my Attack buttons. I had wondered if it works like a Passive skill, but I do not see a cloud of poison when I attack.

Any brilliant suggestions appreciated.

That is not a passive skill. You need to equip a javelin, then if you have at least 1 pt on it from skill (hard point) or item (soft point) you can use it. But only with javelins.
