This dodge bug since launch…why not fix it?

I started playing an Ama because I thought it couldn’t be so bad, but this bug is so severe you can’t use this skill at all or just don’t play an Ama. Maybe its difficult to fix or they couldn’t find the circumstances when it’s happen.
However I can’t play like this so for me ama is dead at the moment.
