Because normal wep and items are exactly that normal , there is no problem with a lvl 2 sword being great at lvl 2. its when an item is lvl 82 req and its garbo.
Or when an item is so rare that a runeword that requires a fal rune is 100x times better etc etc etc
Items up to lvl 42 - 45 range are perfect a lot of them are more powerful than there 76 - 80 versions , Dragonscale vs Hoz perfect example.
