I noticed this after maintenance, not only do my key bindings keep getting reset, but my last used character used to be on top of the character list, now its incorrect when logging in and out. anyone else notice this?

I would imagine this is related to the character names being in all capital letters now. This All Caps issue is causing key bindings and button mappings for controllers to be lost every time you quit the game.

Hopefully this will all be fixed when 2.4 goes live next month.
