I think Hustle weapon, instead of a prebuff, needs to be a grief alternative.
First of all, it needs damage to be compareable to anything really. Either add fix damage, while keeping the % damage, or just increase the % damage.
Also I think burst of speed is simply too long and good, it’ll always remain a prebuff item. Instead Hustle should give:
5% chance to gain frenzy stack on striking
