Having this issue aswell. I bought the game october 3rd, playing in EU region but this thread describes my problems the best. My game runs completely fine, no constant micro stutters or bad fps.
However I am experiencing complete PC freezes of 5-10 seconds (not even mouse works, audio stutters and video stops, if I talk in discord even my voice starts to stutter for others.)
Tried everything in this thread:
Got 1060 6gb GTX aswell like few others, and a 6600K cpu. 8gb ram (game is running fine outside of freezes, temps are fine and cpu/gpu usage is fine aswell, not 100% when it freezes). w10 64bit, no obvious background programs (ie razer audio …), no overlays etc.
ended up requesting a refund. Cannot progress in hell bc of constant freezes
