Dragon talon with war scepter needs 95 ias to hit 6.57:
95 3/3/3/3/7 6.57
and then if i add Lvl 15 Burst of speed (which gives 51 ias):
4 3/3/3/3/7 6.57
Is it saying I just need 4 more ias to hit 6.57 even though BoS slvl 15 gives only 51?
Shouldn’t I need 95-51=44 instead of 4? Or did I miss something?

You have the math correct. You need cumulativly 95% ias to hit the brakpoint. So if you are doing a warscepter for a rift base it doesnt have any ias of its own. If you are using burst of speed for 51% then the other 44% has to come from your other equipment. The rwo obvious answers are th 45% ias on treachery or 20% from gloves and 25 from a high lords amulet.
That being said being one break point from max isn’t that big of a deal. I would reccomend trying to get to 6 or 7 kicks if uou can over maxing ias. Also if you are doing a rift dragon talon assasin. Get 1 point into blade shied and run it. It will give you one addition chance to proc frozen orb every 2 seconds for each enemy in melee range of you. Good luck…
Sorry, but the above post is full of mistakes.
The calculator is fine, IAS from skill is much more sound compared to the one from gear (which has a diminishing return).
For details, search for EIAS, SIAS, WIAS and all the related formula for the IAS needed in gear to obtain a certain frame for completing the attack action.

The 95 it’s telling you is gear IAS. IAS from gear has diminishing returns, where skill based IAS doesn’t. If using level 15 BoS, then you only need 4 more IAS from gear to get to the fastest breakpoint. Let me know if you have more questions. If you want to get deep into it, you can look up EIAS (effective IAS) etc. as Hyperion suggested.
