If the 99% download issue on launcher isn’t ATLEAST addressed at some point I will also ask for refund.
To be clear I have not been able to play the game even ONCE since buying it.

If you are eligible for one that should grant it. Refunds are subject policies such as use of a product so if you got the bundle and used D3 that would impact the refund eligibility.
Funds are normally returned to accounts based on the policy of your bank. Typically 5-7 days. If you got it with Bnet balance the refund would be returned to your balance.
