I own D2R on my Xbox and switch and have both linked to my Blizzard account. I have no issues going back and forth between the consoles. I just purchased D2R for my pc but when I go to play most of my characters do not show up and one of my characters that is level 81 on console shows up as a level 1 on pc. I thought it was supposed to be cross progression and you could pick up where you left off.
