[change my mind] Staves should have a doubled Mod range to make them challenge Orb&shield

We tried to get them to add Chance to Block to staves a long time ago…

Giving them the ability for double +skill would definitely spice things up. But could you imagine a Rare Staff with +4 Sorc Skills, +6 Lightning Skills, +6 Lightning, +6 Chain Lightning, and +6 Lightning Mastery? That would be a bit too powerful…
