The most common reason is that the forums are slow to update the flagging here to reflect your account status.
Logging totally out of the forums in the upper right then back in tends to kick the flagging to update. Occasionally you may also need to clear the browser cache as well.
In short, Matriarchal Tyranny, in long form, activision doesnt have a clue what they are doing.
