In Classic mode, this has been an issue actually for years now.
Body armors with sockets no longer drop, no longer sold by NPCs, etc. There’s no legitimate way of obtaining socketed body armor of any kind in Classic (try it yourself).
I reported this issue years ago when it first arose in D2 Old School, but thought I would try again now. Thanks.

This isn’t a bug, and has been the case since release of the original game in 2000. The only way to get socketed armor in classic is using the SOJ + 3 PSkull cube recipe.
