I’m looking at getting into some PVP after a while of PVM but have no idea where/how to start.
I’d love some tips/advice on how to get started.
I already have a fully geared (at least for pvm) hammerdin and am working on levelling a bone necro to use too.

this is a very complex question. depends on what you want to get into. pubs (public duels) arent the thing anymore since blizzard broke stuns in pvp. most dueling these days are in specialized leagues. in LoD, fpk was the popular dueling format, specifically 4v4fpk, but thats not the case in d2r. still exists, and so does public dueling, but they aren’t the “mainstream” thing anymore
the only generalized tips i can give are follow gm rules if you want people to like you and enjoy dueling you. many great duelers are happy to share, comment, and critique your gameplay assuming you’re being kind to them. anything more specific requires more context
