I think that’s actually an awesome idea. Much better than implementing any additional content or changes to the game.
Yep boosting a good 20 areas to level 85 equivalent will give way more variety for minimal effort. I want more, but I think it’s a great idea.
There’s really a lot of lost opportunity, the game has dozens and dozens of those optional dungeons like the pit, but for some reason only the pit/ancient tunnels/ stony tomb/etc are lvl 85. It would be great having more farmable dungeons. Why can I find the best items clearing a den full of carvers and corrupt rogues, but I can’t find them clearing the frozen pit in A5, killing a bunch of much scarier enemies?
Rather than adding new zones for TC85, it would be best to rotate the existing ones.
In S1 we have Mausoleum and Pit 1 and 2. (as always)
While in S2 we could have The Caves 1 and 2 (Cold Plains) and The Hole 1 and 2 (Black Marsh)
In this way we can break the monotony of always farming the same places and we could try other characters or builds.

Hmmm why not, there are a few of these orange portals in act 5, would be nice if these become tc85 areas.
If you want every monster in the game to be able to drop any item go play d3. There are thousands of hours people spent gathering the info on what is the best monster to farm to get one specific item.
Dude, I don’t want ‘every’ monster in the game to be able to drop everything. I just want more of the bonus dungeons to be worth clearing. As far as your ‘thousands of hours’ comment,… It isn’t that hard to look up the TC85 areas in D2LOD. TC85 areas are naturally the best places to farm because they give the most exp and can drop everything in the game other than 45 life GC’s which you need to get from Baal.
It’s not like this idea makes the game easier, the Pit and Mausoleum are way easier to clear than a lot of later areas with lower TC.
