WOTLK the graphic settings are not saved

WOTLK the graphic settings are not saved after apply and reopening the system settings window
game ver3.4.1.47612
win 10

tried read only
/console synchronizeSettings 1
completely removed the WTF folder and addons
admin rights on _classic/wow.exe
the whole battlenet folder inherites the “All” rights on “full access”

NOTHING HELPS
the settings go down for a random amount. i set ultras and 10th for everything but after applying and reopening the system window - it become 8-9 points with some settings are worse than was being before
