Why can't I get bounty tasks anymore?

I am at 60(6) and the bounty board now says

DEREK

If you are looking for a real challenge, I know there are more dangerous creatures out there for someone of your skill. [Maximum Level Bounties can only be completed in Hell difficulties. Switch to Hell I difficulty using the minimap in Westmarch.]

What should I do? I can’t play Hell yet.

If you are level 60, you should be able to play Hell 1. What is it that’s stopping you?
