I heavily believe race changes should be a cash option but added to the barber (you would still need to buy faction changes)
I would personally buy at least one if such was the case
You would also find pvpers and raiders wanting this for the passives each race has some utility, I bet some higher up guilds would make it a requirement to purchase such a thing.
