Question about SC2 profile links in the API

In the StarCraft 2 game client, you can click to “Copy Link” in someones profile and it gives you the following link:

battlenet:://starcraft/profile/1/13064254229017788416

I assume ‘/1’ refers to the region but where does the ‘/13064254229017788416’ come from?

Can this ID be retrieved through any of the SC2 APIs?

Any help would be great.
